I see with sadness how the potential of citizenīs participation online will drop dead before it even starts. Despite all the talking about involving citizens in policy making, the truth is that most of the e-mails sent to government agencies do not get any answer. This is totally counterproductive to citizens participation, as we are sending the message that their effort is useless and nobody cares. This is even worse in a country like mine (Mexico) that has just transformed to democracy, where people had high expectations on the changes it could bring. So my question is How can we tackle or prevent this failure? Must the governments wait for their organizations to be more prepared to receive this participation, and save the promotion of these initiatives for the future?
